Exciting News for Homebuyers: Shorter Wait Times for BTO Flats in 2025!

Additionally, there will be BTO exercises in Bukit Merah, Sembawang, and the new Mount Pleasant housing estate.
But that’s not all! February will also feature the largest Sale of Balance Flats (SBF) exercise to date, with approximately 5,000 units available. About 40% of these flats are already completed, while the remaining units will be ready between 2025 and 2028.
Government Commitment to Housing
National Development Minister Desmond Lee has confirmed that the government is on track to launch around 102,300 BTO flats from 2021 to 2025, surpassing their target of 100,000 new flats over five years. This is particularly encouraging, especially given the recent drop in application rates among first-time homebuyers. In 2024, the average application rate for all flat types was 2.1, down from 3.7 in 2019.
To maintain a steady supply of flats, MND and HDB have announced a change in the application process. Starting from the February 2025 sales exercise, BTO flat applicants will be shortlisted up to 200% of the total flat supply, reduced from 300%. This adjustment follows stricter rules implemented in 2023 concerning the non-selection of new HDB flats.
